Jessica DeNisi is a Partner in the firm’s Washington D.C. office and, together with Ron Klasko, leads the EB-5 Developers and Regional Centers Practice.

Jessica works with developers and regional centers who seek to use foreign investment capital under the EB-5 program to fund job-creating projects either through the creation of a regional center, under an existing regional center, or as a standalone investment. Jessica orchestrates the meticulous preparation and filing of I-956, I-526, and I-526E petitions and related forms, collaborating seamlessly with economists, business strategists, legal experts, and market analysts to assist regional centers, developers, and investors achieve their EB-5 goals.

Structuring projects and establishing regional centers is highly specific work with many layers of processes which requires the coordination of a network of securities lawyers, economists, business plan writers, and other professionals. Jessica navigates the complexities, guiding her clients to structure development deals that are EB-5 compliant. In the age of the RIA (the EB-5 Reform and Integrity Act of 2022), a compliant project and documenting compliance efficiently is more complex than ever.

Jessica’s recent tenure at the State Department as an Attorney Advisor to the Bureau of Consular Affairs uniquely provides her with the know-how to navigate complex consular immigration issues across a multitude of visa categories. In this role, Jessica also developed a deep understanding of government stakeholders across the globe, which she leverages to support our clients in navigating visa processing at consulates and embassies around the world and other key public policy work.

In addition to her EB-5 clients, Jessica works with entrepreneurial, high-net-worth individuals in their investment-based immigration pursuits. She has deep experience in representing E-2 investors, and creatively preparing immigration petitions for L-1 clients for their overseas businesses.

Prior to practicing immigration law, Jessica worked as a tax and business attorney. Jessica completed her undergraduate studies at Wake Forest University and earned an M.A. in Near Eastern Studies from the University of Arizona.

Jessica received her J.D. from Tulane University Law School and an LL.M. in taxation from the University of Washington School of Law. Jessica is admitted to practice in California.
